The "Opinions" stated that in order to improve the capacity of urban and rural transportation security, an orderly progress will be made the construction of rail transit in Jinan, Qingdao, Yantai, Jining, Weifang, Zibo, Weihai, Linyi, Heze and other cities will strengthen the connection of urban rail transit, buses, cars and trams with other modes of transportation. By 2030, the province's rail transit operating mileage will reach 1,200 kilometers, and the level of intelligent and information urban transportation infrastructure will be among the top in the country.

In Qingdao, a total of 4 operating lines have been opened: Line 3, Eastern section of Line 2 Phase I, Line 11, the first and second southern sections of Line 13, with a total mileage of 171.8 kilometers.There are 9 urban transportation lines approved by the state in Qingdao, including Metro Line 1, 2, 3, 4, 6, 7, 8, 11, and 13, with a total length of 359 kilometers. Among them, the entire line of Line 3 was opened for trial operation in December 2016, and the eastern section of Line 2 was opened for trial operation in December 2017. Six lines of Line 1, 2 (Western Section), 4, 8, 11 and 13 are under construction at the same time. By the end of 2021, Qingdao will realize the opening of the subway to more than 300 kilometers, build a convenient, efficient, safe, comfortable, energy-saving and environmentally friendly urban rail transit service system, and enter the era of subway network operation.

The "Opinions" pointed out that in the next step, Shandong will develop rail transit construction in 9 cities including Jinan, Qingdao, Yantai, Jining, Weifang, Zibo, Weihai, Linyi, and Heze.
